As pressure mounts to modernize government systems, the U.S. Social Security Administration (SSA) is at the heart of a heated national debate. The issue? Whether artificial intelligence should be trusted to play a bigger role in managing benefits for millions of Americans.

The Push for AI

Frank Bisignano, nominated by President Donald Trump to lead the SSA, believes it can. As CEO of the fintech giant Fiserv, Bisignano built his reputation on cutting-edge technological innovation. Now, he’s looking to bring that same efficiency to an agency responsible for one of the most vital public services in the country.

In his Senate confirmation hearing, Bisignano argued that AI could streamline SSA operations, reduce the agency’s 1% payment error rate, and detect fraudulent claims faster. He described that figure as “five decimal places too high” and suggested that intelligent systems could drive down waste and administrative costs.

Critics Raise Concerns

While AI sounds promising on paper, many experts and advocates are urging caution.

Nancy Altman, president of the nonprofit Social Security Works, worries about what could be lost in the name of efficiency. Social Security, she says, is often contacted by individuals during the most vulnerable times in their lives—when facing retirement, disability, or the death of a loved one. Removing human interaction from that equation could be harmful, she warns.

The SSA has already undergone significant changes, including requiring more in-person identity verification and closing many local field offices. Critics argue that these steps—combined with greater reliance on digital tools—risk alienating those who need help the most: elderly Americans, rural residents, and people with limited access to technology.

The push toward modernization hasn’t been purely technological—it’s also political. The Department of Government Efficiency (DOGE), a federal initiative reportedly involving Elon Musk in an advisory capacity, has been advocating for reforms within the SSA. That includes proposals for staff reductions and office closures, which opponents argue could disrupt service delivery.

The backlash has already reached the courts. A federal judge recently issued a temporary block on DOGE’s access to SSA data systems, citing concerns about potential violations of privacy laws.

The Middle Ground?

Bisignano has tried to strike a balance. He insists that under his leadership, SSA will protect personal data and avoid undermining the human services people rely on. He has emphasized that modernization doesn’t mean full automation, and that real people will continue to play a central role in handling sensitive cases.

Still, the confirmation process remains contentious, with lawmakers weighing the promise of AI-driven efficiency against the risk of losing the human support that makes the SSA accessible.

Looking Ahead

As America grapples with an aging population and rising administrative costs, there’s no question the SSA needs to evolve. The real question is how to do it without leaving the most vulnerable behind.
